WhatsApp Calling API Rules to Know
Country availability is the first step. These limits from Meta decide how you can actually call customers.
🏢
Your number decides outbound access. The business number’s country code must be supported. The customer can be in any country where the Cloud API is available.
✋
Ask before you call. Business-initiated calls need the customer’s call permission. In production you can send 1 permission request per day and 2 per week to the same customer.
📈
Messaging limit of 2,000 or more. Your business number needs a messaging limit of at least 2,000 unique recipients to use calling.
🔕
Unanswered calls add up. After 2 unanswered calls in a row, the customer is asked to reconsider. After 4, the permission is revoked automatically.
🔢
Up to 100 calls per customer per day. Meta raised the business-initiated call limit from 10 to 100 per user per day in December 2025.
🚫
Restricted users never receive. Messages to users in sanctioned countries can show as sent but are never delivered, even from a supported business.
How to Check WhatsApp Availability Before You Launch
A quick checklist for planning WhatsApp messaging and calling in a new market.
1
Check your business country
Search the country your business and phone number are registered in to confirm API and Coexistence access.
2
Check your customers’ countries
Search each market you message. Customers in restricted countries can’t receive business messages.
3
Pick the right business number
Need outbound calls? Use a business number from a supported country, not +1, +20, +84 or +234.
4
Confirm with Meta
Review Meta’s latest documentation before launch, since country rules change over time.
Check Meta’s Documentation for the Latest Updates
Meta updates country eligibility and calling availability from time to time. Always confirm the current status at the source.
This tool follows Meta’s WhatsApp Business Platform documentation. Coexistence follows the same country eligibility as the Cloud API. Calling availability is based on the country code of your business phone number.
Common questions about WhatsApp Business API availability by country.
Which countries can’t use the WhatsApp Business API?+
According to Meta, businesses in Cuba, Iran, North Korea, Syria and three sanctioned regions of Ukraine (Crimea, Donetsk and Luhansk) are not eligible to use the WhatsApp Business Platform. WhatsApp users in these places also can’t receive messages sent through the platform.
Can I send WhatsApp API messages to customers in a restricted country?+
No. Users in restricted countries and regions are not eligible to receive messages sent via the WhatsApp Business Platform. These messages can show as sent but are never delivered, even if your business is in a supported country.
Is the WhatsApp Business API available in Türkiye (Turkey)?+
Yes. As of May 15, 2024, Türkiye is no longer restricted for Cloud API business messaging. Businesses can send and receive messages with WhatsApp users who have Turkish numbers.
What is WhatsApp Coexistence and where is it available?+
Coexistence lets you connect your existing WhatsApp Business App number to the WhatsApp Business API, so you can keep chatting from the app while using API features like broadcasts, automations and a shared inbox. Coexistence follows the same country eligibility as the Cloud API. Check Meta’s documentation for any market-specific changes.
What is the difference between inbound and outbound WhatsApp calling?+
Inbound (user-initiated) calling means customers call your business number on WhatsApp. Outbound (business-initiated) calling means your business calls the customer, which needs the customer’s call permission first. Inbound calling is available everywhere the Cloud API is available. Outbound calling has a few more country exceptions.
Can businesses in the US or Canada use the WhatsApp Calling API?+
Yes, for inbound calls. Business numbers with a +1 country code can receive calls from customers, but they can’t place business-initiated calls. The same outbound restriction applies to business numbers from Egypt, Vietnam and Nigeria.
Does the outbound calling restriction depend on my number or my customer’s number?+
It depends on your business phone number. Meta says the business number’s country code must be in the supported list, while the customer’s number can be from any country where the Cloud API is available. For example, a business using an Indian (+91) number can call a customer in the United States.
What do I need to start business-initiated WhatsApp calls?+
Your business number must be in a supported country and have a messaging limit of at least 2,000 unique recipients. You also need the customer’s call permission. In production you can send 1 call permission request per day and 2 per week to the same customer, and 4 unanswered calls in a row revoke the permission.
How often does WhatsApp change country availability?+
Meta updates availability when sanctions, regulations or product rollouts change, as with the Türkiye update in 2024. Always confirm the latest status in Meta’s support documentation and calling documentation.
Does Chakra Chat support WhatsApp Calling and Coexistence?+
Yes. Chakra Chat supports the WhatsApp Business API with Calling and Coexistence, along with broadcasts, chatbots and a team inbox. To estimate message costs in your country, try the WhatsApp API pricing calculator.
